WE RISE TOGETHER

I’m running for Knox County At-Large Commission – Seat 11 because our community deserves leadership focused on education, mental health and housing for all.

At-Large?

A commissioner-at-large is a member of a governing body (such as a city council or board) who is elected by, and represents, the entire jurisdiction (city, county, or district) rather than a specific, smaller geographic district. They are accountable to all voters in the area and are chosen by a plurality vote of the whole electorate. Bottom line- You can vote for Vivian Underwood Shipe were ever you live in Knoxville!

I’m Listening!

We want to hear from you! What are your concerns? What are your issues? Please let me know.

Issues

Education

Education means investing in strong schools, lifelong learning, and real opportunities so every child, family, and community can build a better future.

Mental Health

Mental health means treating emotional wellness, trauma care, and access to support as essential parts of a healthy community, not afterthoughts.

Housing for All

Affordable housing means making sure working families, seniors, and young people can continue to live in Knox County without being priced out of the communities they call home.

Meet Vivian Shipe

I’m Vivian Underwood Shipe, and I’m running for Knox County Commission At-Large, Seat 11 because I believe our community deserves leadership that is grounded in service, accountability, and a real commitment to people. This race is about more than one neighborhood or one part of Knoxville. As an at-large commissioner, I would represent the entire county, which means every voter in Knoxville has the opportunity to vote for Vivian Underwood Shipe, no matter where they live. I’m running to champion the issues that matter most to working families and future generations: economic sustainability, education, mental health, responsible development, and affordable housing. I believe we need leadership that helps families build stability, ensures our children have access to opportunity, treats mental health as a real community priority, and guides growth in a way that protects the people who already call this place home. Development should strengthen our communities, not displace them. Progress should be measured not just by what gets built, but by who benefits. I’m ready to serve with vision, compassion, and courage, and to work for a Knox County where every resident has the chance to thrive.

Why We Wear Purple

Purple represents the heart of our campaign because it reflects our belief that people matter more than party lines. In a nation often divided by red and blue, purple reminds us that progress happens when we come together, work together, and rise together. While Vivian Shipe is running as a Democrat for Knox County Commission At-Large, Seat 11, her platform is centered on people first. When you see our team wearing purple, it is a symbol of unity, shared purpose, and our commitment to building a community where everyone has the opportunity to rise.
